Yes. Drawings are required for all new or structurally modified buildings. They are required to be signed and sealed by Architect or Engineer in addition to the requirements under FL Statutes 471.003 and 481.229.
In accordance with Florida Statutes 489.103.7 if the property you are building / improving is for your own personal use and occupancy and is a one or two family residence, an owner can act as their own contractor. You may also build or improve a commercial building, provided your cost does not exceed $75,000.
You have two years from date of issuance to complete a project as long as work is continuous. If the project is dormant for six months, the permit is void. Extensions may be granted for some circumstances provided they are requested in writing to the Building Official.
The City is currently under the 2020 Florida Building Code 7th Edition and the 2017 NEC.

Because the installation of concrete and/or pavers changes the impervious surface therefore, a permit is always required.
