Proclamation - Drinking Water Week - Mayor Jarvis read the proclamation designating the week of May 1-7, 2022, as Drinking Water Week, and then presented it to Lockwood Wernet, General Manager of the Destin Water Users.
Proclamation - National Public Works Week - Mayor Jarvis read the proclamation designating the week of May 15-21, 2022 as National Public Works Week in the City of Destin, and then presented it to Michael Burgess, Director, and James Hart, Deputy Director of Public Works.
Utility Undergrounding Update - Utility Consultants of Florida - Mark Porter, Principal, Utility Consultants of Florida, provided an update on the City of Destin Utility Underground Conversion Phase 1 Project.
City Manager Report:
Solid Waste Franchise Negotiations with Waste Management, Inc. - Motion passed 4-3 (Schmidt / Destin / Braden voted “yes; Hebert / Bagby / King voted “no”; Mayor Jarvis cast a tie-breaking vote of “yes”), to direct the City Manager and City Attorney to bring back to council a Solid Waste Franchise Agreement with Waste Management, Inc. in the form of an ordinance, and for the franchise fee to be dedicated as a funding source for the parks and for the stormwater improvements.
Okaloosa Half Penny Infrastructure Surtax - Motion passed 6-0, to allocate portions of the Okaloosa Half Penny Infrastructure surtax revenues as follows:
• 60% towards undergrounding utilities
• 25% towards beach acquisition
• 10% towards stormwater projects
• 5% towards Public Works and Safety Committee initiated projects
Shore at Crystal Beach Expansion - Project and Plans Update, Invoice Approval - Motion passed 5-1, with Councilman Schmidt dissenting, to authorize the City Manager to execute the city’s 41% of the portion of the county’s design services contract C19-2748-PW, task order 5 in the not to exceed amount of $111,725.

Council Comments:
Councilman Destin - Councilmember Destin suggests having workshop sessions to discuss matters that usually contribute to long council meetings. He would like staff to provide recommendations.
Councilman Bagby - Councilmember Bagby recommends assigning a Code Compliance officer at Joe’s Bayou at least from 9:00 to 11:00 AM on Saturdays to issue citations and to help control illegal operations taking place at that location.

Councilman Schmidt - Towing Resolution - Motion passed 6-0, to direct the City Manager to work with staff and bring back recommended changes to Resolution 15-02, Towing Resolution.
