Item B (21-33-CU - Legacy Townhomes at 98 Palms) under Public Hearing on the agenda was withdrawn at the request of the applicant. This item will be rescheduled and a public notice will be issued.

February 7th Council Meeting Recap

Mayor Jarvis requested that agenda item 6H(1) – Aqua Alert, be moved up to item #1 on the agenda.

City Manager Report:

Quarterly Investment Report

Median Maintenance Contract, contract renewal, seeking Council direction - Motion passed 6-1, to authorize the City Manager to execute a contract extension with ZIIC from April 1, 2022, to September 30, 2022. Councilmember Schmidt dissenting.

Livery Vessel Update - Motion passed 7-0, to direct the City Manager to direct staff to follow the Code Compliance Plan for 2022 Livery Vessel Registration Enforcement as written.

Cross Town Connector 60% Plan Update - Motion passed 7-0, to direct the City Manager to continue the design of the Destin Cross Town Connector as presented; to proceed with property acquisitions the best way possible; for the project engineer to bring back a more detailed architectural rendering that gives a 3 dimensional vision of the Old Campground parcel so the council can evaluate the retention pond issue and its effect on the property, and how to facilitate the recreational use of that property; and to bring back some recommendations for traffic calming features for the entire corridor. 

Resolution for State Oversight of Condo Maintenance - Motion passed 7-0, to approve Resolution 22-03 and direct the City Clerk to forward copies of the resolution to Governor DeSantis, the State Legislature to include Representative Maney and Senator Gainer, and Casey Cook at the Florida League of Cities. 

Announcements: 

City of Destin Craft Show to be held on Friday, February 11th, and Saturday, February 12th, from 9:00 AM to 3:00 PM, at the Destin Community Center.

City facilities will be closed on Monday, February 21st for the President’s Day Holiday. The next City Council meeting and the Mayor’s State of the City will be held on Tuesday, February 22nd. 

The PD&E for US Hwy 98, between Airport Road and Calhoun Avenue is underway. The city has posted a flyer provided by FDOT on the website and Facebook. The flyer gives the timeline and mission objectives of the project. The FDOT will be asking the city for ideas on how to improve the intersections, especially the Stahlman Avenue/US Hwy 98 intersection.

Council Comments:

Councilman Wagner - Motion passed 7-0, to authorize Councilmember Wagner to schedule a workshop with staff and other entities to discuss the revitalization of the Environmental Committee to include changing its name and its mission/charter into something along the line of future proofing our ecosystem, and to include the possibility of incorporating it with an existing committee, and then bringing back a recommendation for council consideration.

Councilman Schmidt - Livery Vessel Application Process Discussion 

Eastbound Legion/Main Intersection - Requests city staff reevaluates the turn lanes (left turn, right turn, straight to Airport Road) east bound on Legion Drive, in preparation for the crosstown connector, and present some options to the city council.

February 21st Council Meeting Recap

Mayor Gary Jarvis delivered the annual State of the City.

Joe's Bayou Recreational Area Improvement Project update from DEP - Mr. Pierce Barrett, FDEP, provided an update on the Joe’s Bayou Recreational Area Improvement Project. Councilmember Bagby recommends they provide a handout to everyone that launches a vote at Joe’s Bayou reminding them to take the Joe’s Bayou Recreation Area survey once the link to the survey becomes available on the City of Destin website. Also, recommends placing a sign on the walking path at the park reminding people to take the survey.

City Manager Report:

Mobility Plan and Fee Schedule Update - Mr. Alan Steinbeck, 3TP Ventures, Inc, presented the mobility plan and fee schedule update.

Facilities and Needs Assessment RFP 21-11-PS - Motion passed 6-0 to authorize the City Manager to enter negotiations with Matrix Design Group, Inc. and report back to the council with a contract to consider. In the event that negotiations are unsuccessful, staff should enter negotiations with the second highest ranked vendor and bring back to the council a contract to consider.

Announcements:

Community Engagement workshop in the Annex Chambers on Wednesday, February 23rd, at 5:30 PM. Everyone is encouraged to attend.

Urging everyone to take the Joe’s Bayou Recreation Area Survey online on March 1st.

Median Beautification Project on US Hwy 98, from Airport Road to the Marler Bridge, scheduled to begin Wednesday, February 23rd.

Council Comments:

Councilman Destin - Requests Cross Town Connector item be placed on the March 7, 2022 council meeting agenda and invite Atkins Engineering back to discuss the architectural rendering council requested at the last meeting. Requests Wage Study be placed on the March 7, 2022 council meeting agenda.

Councilman Bagby - Requests staff provides council a copy of the Joe’s Bayou and Destin Airport presentations.
