History

The Harbor Community Redevelopment Area, encompassing approximately 397 acres, was established by Resolution on June 3 , 2003, with a 40 year term that expires on June 2, 2043. It was modified by the terms of an Interlocal Agreement between the City of Destin and Okaloosa County on November 7, 2005, and approved by the Okaloosa County Board of County Commissioners on November 15, 2005. The term of the Redevelopment Area is not renewable without the approval of the County.
The Harbor Redevelopment Plan identifies approximately $70 million dollars worth of capital improvements. Tax increment pledged to bond repayment has been used to help fund several projects identified in the plan, including the following:
- Mountain Drive reconstruction from Stahlman Avenue to Benning Drive, including substantial stormwater improvements, multi-modal enhancements and limited conversion of overhead to underground utilities.
- Marler Street parking lot site acquisition and construction
- Harbor Boardwalk phase I design and construction
- Captain Royal Melvin Heritage Park and Plaza site acquisition and design
